They often say Japan is a technology-intensive nation. For sure, Japanese number of international patent application is 2nd in the world. However, they use most of Japanese patent for supporting stock price, not to guard their intellectual property and technology. To begin with, Japanese system for filing patents is more complicated than other countries. So it is so hard for venture companies and microenterprise to apply. And then some see most of Japanese patents kind of meaningless.
